Katsina Peace Deals With Bandits Raise Concerns Amid Rising Attacks and Farmer Levies

 


Reports from Katsina State indicate that some local government areas have entered into peace agreements with armed bandit groups in an effort to reduce escalating attacks. The deals, reportedly signed in Sabuwa and Dandume LGAs, aim to establish a temporary ceasefire and protect local communities.

However, these agreements have sparked controversy. Bandits in some areas are demanding levies from farmers, including reports of ₦20 million demanded from farmers in Kankara LGA before harvest, a practice widely criticized as extortion disguised as part of the peace pact.

Despite these community-led negotiations, Katsina State Governor Dikko Umar Radda has distanced the government from these deals, emphasizing that the state is focused on security operations and not negotiating with criminal groups. Analysts and human rights advocates warn that such arrangements, if not properly monitored, may legitimize armed groups and fail to provide lasting security.

These developments highlight the delicate balance between negotiation and enforcement in northern Nigeria, raising questions about how communities and governments can protect citizens without empowering criminal networks.
