If approved, the bill would officially create Ibadan State with Ibadan city as its capital, while the remaining areas of the present Oyo State would be renamed “New Oyo State”, retaining Oyo state as its capital

The bill must pass third reading in the House of Representatives.
It must also be approved by the Senate.
The State Houses of Assembly within the affected areas (Oyo) must agree.
A referendum must be held among the people living in those areas.
Finally, the President of Nigeria must give his assent.
Only after these steps can Ibadan officially become a new state.
